PA 5241 CITY & COUNTY URBAN GOVERNMENT MANAGEMENT

This course introduces students to an overview of the structures, roles, and context of local government administration in urban settings and in complex relationships with state and federal governments. Students will review urban governance from various perspectives including legal, political, social, and economic aspects. More importantly, the course prepares students with knowledge and skills acquired for effective managers and leaders by: (1) examining how these structures constraints collective decisions on service delivery, public safety, and economic development; (2) employing analytical skills and administration theories to identify fiscal constraints, operational issues and external environment challenges (macroeconomic conditions, public health crisis (one such as Covid19)), then propose changes needed to help local communities achieve sustainable growth.
