MN4130 Marine Manpower Management

Upon completion of this course, the student will have an in-depth understanding of USMC Manpower Management and implementation of management policy techniques through analysis, procedures, organizational and administrative actions to better staff Headquarters Marine Corp management policy issues. USMC officers will gain insight into management actions that support budget requirement requests and the resource allocation efforts subsequent to budget approval. Each officer will develop an understanding of the relationship between the Table of Organization (T/O), Troop List (TL) and the Authorized Strength Report (ASR). Each officer will complete an UNS report. Graded (3-0).

Course Learning Outcomes

·       Demonstrate a comprehensive understanding of the USMC Human Resource Development Process (HRDP), interrelationships between all five phases, history and development of USMC manpower policy, and the current spectrum of HR policy described in Navy/Marine Corps orders, doctrine and directives.

·       Understand the role of an HR action officer at Headquarters, U.S. Marine Corps.

·       Explain the interrelationship of the ASR of the REQUIREMENTS component to the PLANNING and STAFFING sub-components within the HRDP.

·       Explain how the Commandant’s manning prioritization is accomplished within the ASR process.

·       Explain the difference and uses of the “Target” ASR versus the “Average” ASR.

·       Explain the difference between officer and enlisted end strength planning versus MOS management via the GAR.

·       Demonstrate a thorough understanding of MOS inventory planning, production and management as articulated in the Memo-01 and TIP.

·       Explain how the ASR is translated into a workable dataset for staffing planning in the MSR.

·       Demonstrate a thorough understanding of how the officer and enlisted staffing goal models (SGM) are applied to the MSR for use in actual inventory assignment, and consistent with staffing prioritization by the Commandant.
