IS4031 Economic Evaluation for Enterprise Technology Investments

The objectives of this course are to provide the student with the tools and methodologies that will allow for the objective economic evaluation of enterprise information systems from a business perspective. The course will focus on the alignment of IT investment to strategic goals and productivity, the methods of obtaining IT services through outsourcing, and the importance of managing to the needs of the enterprise. Included in this course are the components for creating a Defense Business Case, options theory/real options and market comparables. The goal is for the students to be able to include critical economic factors into IT investment decision-making. Prerequisite: None.

Course Learning Outcomes

Students will be able to:

  • Evaluate and implement analytical tools for decision-making to include present value, return-on-investment, internal rate of return, earned value, proto-value, and real options.
  • Determine how IT investment can be aligned with the needs of the defense entity.
  • Analyze the challenges of justifying an IT investment and its value added to a not-for-profit, governmental organization such as the DOD.
  • Use frameworks to evaluate and integrate IT investment plans to increase value to an organization.
  • Analyze the business practices of successful companies to determine how they have applied IT capabilities and how that technology contributed to success.
  • Integrate the concepts of value, payoff and modernization into a structure that can be applied to future analysis.
